Pennsylvania Regulators Move to Keep AI Data Centers From Raising Your Electric Bill

HARRISBURG — Pennsylvania utility regulators are moving to make sure the state’s data center boom does not land on household electric bills. The Public Utility Commission has scheduled a technical conference for Nov. 17 to examine who should pay for the grid upgrades that giant data centers demand.

The daylong session runs 9 a.m. to 4 p.m. in Harrisburg and will be livestreamed, with utilities, consumer advocates and large-load customers invited to weigh in on how costs get allocated.

“Time is of the essence when it comes to addressing costs driven by data center growth, because the costs for energy, capacity, distribution and transmission are already increasing for ordinary retail customers,” PUC Vice Chair Kimberly Barrow said in a commission statement.

The commission also voted unanimously to direct staff to update the state’s emergency electric load control rules, clarifying when customers could be asked to cut usage during pre-emergency and emergency conditions.

The review follows Gov. Josh Shapiro’s Aug. 18 executive order offering preferential permitting to data center projects with peak demand above 25 megawatts if they source electricity from new power supplies.

The backdrop is a tightening grid. PJM Interconnection’s July capacity auction identified a system-wide reliability shortfall of 6,831 megawatts for the 2028-29 delivery year, the PUC noted.

Consumer advocates argue that without clear cost-allocation rules, families end up subsidizing some of the world’s most valuable companies. The November conference is where Pennsylvania starts drawing that line.

Panelist applications for the conference were due Oct. 14, and written comments will be accepted through Dec. 18.
