How Pennsylvania State University Tuition Compares Across the System

HARRISBURG — Tuition is identical at every Pennsylvania state university this year, which makes the math simpler than many families expect. The Pennsylvania State System of Higher Education set its 2026-27 in-state undergraduate tuition at $4,169 per semester, or $8,338 for the full academic year, according to the system and reporting by Lehigh Valley Business.

That rate is up $172 per semester from the prior year, but it carries an unusual twist. The system’s Board of Governors committed to roll the increase back if the state budget provides enough funding to keep tuition flat, meaning families could still see a lower final bill depending on how budget negotiations land in Harrisburg.

The uniform rate means a student at West Chester, Bloomsburg, Indiana University of Pennsylvania, East Stroudsburg, or any of the system’s other universities pays the same base tuition. PASSHE describes its rate as the lowest university tuition in the commonwealth. Before the increase, in-state tuition had been frozen from 2018 to 2024, and even with the new rate, tuition sits about 18 percent below where it would be had increases kept pace with inflation.

Tuition is only part of the story, though. Each campus sets its own fees, and housing and dining costs vary from school to school, so the total cost of attendance differs across campuses even with the same tuition line. Families comparing campuses should check each university’s bursar or cost-of-attendance page for current fees and housing costs rather than assuming the sticker price is the same.

For context, the system rate remains well below the tuition at Penn State’s flagship campus. Penn State’s University Park campus raised in-state undergraduate tuition about 2 percent this year to roughly $10,439 per semester, according to reporting by Onward State, while its commonwealth campuses kept in-state tuition flat for a fourth consecutive year.

Pennsylvania residents make up nearly 90 percent of the system’s roughly 83,000 students, the board said, and about 20,000 students graduate from PASSHE universities each year. For a Philadelphia-area student, the system includes several campuses within driving distance, including West Chester, Kutztown, and East Stroudsburg.

The board’s message to families has been consistent: the rate is set now so students can plan, with the rollback option preserving flexibility as the state budget talks continue. Whether the increase sticks will depend on funding decisions in Harrisburg over the coming months.
